Background About AWAC
The Alliance of Women Advocating for Change (AWAC) is an umbrella network of grass-root female sex worker led-organizations in Uganda. AWAC works to promote and ensure accessibility of Sexual reproductive health services to FSWs, eliminate social inequalities, stigma and discrimination among FSWs and those with intersecting vulnerabilities like those living with disability, using & Injecting drugs, rural based FSWs in hard-to-reach areas, refugee FSWs, FSWs living with HIV/AIDS, elderly FSWs and Children of FSWs and children with destitute conditions surviving in the sex work settings in Uganda.
Brief about the Project.
AWAC is implementing the “Co-create Innovations and Solutions with the Community” project. The project is being implemented in the context where in Hoima City, the HIV rates now record a 9.6% HIV prevalence rate, while the district averages 4.0%, collectively higher than the national average of 5.1%, largely due to population influx from oil and gas development, the ongoing Kabalega International Airport and Stadium construction, demographic shifts, and information gaps on HIV prevention.
The project’s aim is to address the after effects of the Laws and policies such as the Anti Homosexuality Act, 2023, that have impeded access to health care services (such as the HIV response and SRHR services) for the Key populations in Hoima city and district.
Work description
As the Co-Create Project transitions toward its next phase, there is a strategic need to consolidate achievements, define sustainability pathways, and strengthen the capacity of KP networks to design inclusive, equitable, and livelihood-centered interventions. Many KPs, especially in Hoima City and District, continue to face systemic barriers to economic participation, limited access to employment, and heightened vulnerability due to social and legal discrimination. To ensure long-term sustainability and community resilience, it is essential to integrate economic empowerment and livelihood strategies into DEI and advocacy programming.
The selected consultant will therefore support AWAC in developing a Sustainability Roadmap for the Co-Create Project while simultaneously enhancing the capacity of community peers in diversity, equity, inclusion (DEI), and economic empowerment programming. The roadmap will outline practical strategies for organizational sustainability, resource mobilization, and livelihood enhancement for KPs, ensuring continued advocacy and service delivery beyond the project’s lifespan.
- Objectives of the Consultancy
- To facilitate the development of a comprehensive Sustainability Roadmap for the Co-Create Project that outlines strategies for institutional resilience, resource mobilization, partnership strengthening, and economic empowerment of KPs.
- To strengthen community-led economic empowerment initiatives by identifying sustainable livelihood opportunities and models that reduce financial vulnerability and promote self-reliance among KPs.
- To document lessons, best practices, and sustainability strategies emerging from the Co-Create Project for dissemination, policy advocacy, and replication in other regions.
- Expected Outcomes
- A comprehensive Sustainability Roadmap developed, detailing strategies for long-term project sustainability, including institutional resilience, economic empowerment, partnership strengthening, and financial resource diversification.
- Strengthened peer-led advocacy, leadership, and entrepreneurship, enabling KPs to effectively engage in local and district planning, influence health and economic development policies, and sustain community initiatives.
- Increased access to livelihood and income-generation opportunities through identification of practical, community-driven economic empowerment models such as group savings schemes, vocational skills development, and social enterprise initiatives.
- Enhanced collaboration between KP networks, civil society, and local authorities, fostering inclusive governance and community resilience in Hoima City and District.
- Comprehensive documentation of lessons and actionable recommendations to guide future KP-led programming, advocacy, and sustainability planning.
- Scope of Work
The consultant will be expected to:
- Conduct stakeholder consultations with AWAC staff, KP networks, economic empowerment groups, and development partners in Hoima.
- Facilitate participatory workshops to co-develop the Sustainability Roadmap and build DEI and economic empowerment capacity among peers.
- Identify sustainable livelihood strategies and integrate them into the roadmap, aligning with local market opportunities and KP needs.
- Produce a detailed report and roadmap that highlight sustainability pathways, resource mobilization frameworks, and income-generating models.
- Required Qualifications and Experience
- Advanced degree in Social Sciences, Public Health, Development Studies, Gender Studies, or related field.
- Minimum of 5 years’ experience in program sustainability planning, DEI facilitation, and community-based economic empowerment.
- Strong understanding of SOGIESC, gender equality, and livelihood programming frameworks.
- Proven experience working with Key Populations (TGs, MSM, PWUD, FSWs) and community-led organizations in Uganda.
- Excellent facilitation, analytical, and participatory planning skills.
- Demonstrated ability to produce high-quality reports and strategic documents.
